Yes. If you own a lot in Northridge No. 5 Subdivision, you are automatically a member of the Association. Membership comes with the lot and transfers to the new owner when the lot is sold.
CC&Rs §5.2 · Articles Art. 4Yes. No building, fence, wall, patio cover, window awning or other improvement may be started, and no exterior addition or change made, until plans are approved in writing by the Architectural Committee. A complete request usually includes a site plan, building plan (with exterior colors and materials) and a landscape plan.
If the Committee doesn't approve or deny a complete submission within 45 days, approval is not required.
CC&Rs §6.2 & §6.3Fences and walls are not allowed in front yards unless approved in writing by the Architectural Committee. Fences in other locations, such as around pools or dog runs, need Committee approval. Dog-eared and chain-link fences are not allowed.
CC&Rs §4.1.6Energy devices, including solar equipment and generators, need prior written approval from the Architectural Committee (heat pumps shown on approved plans are fine). Antennas and satellite dishes must be located or screened in a way the Committee approves.
CC&Rs §4.5 & §4.11If a property falls into disrepair, the board may correct it after 15 days' written notice and bill the cost to the owner.
CC&Rs §4.2 & §4.3Boats, trailers, motorhomes, RVs, campers, commercial trucks and similar equipment can't be parked or stored on a lot or the adjacent street unless they're in a fully enclosed structure or approved in writing by the Architectural Committee. Inoperable vehicles (not driven for 3+ weeks, other than while you're on vacation) must also be kept out of view.
CC&Rs §4.7 & §4.8Owners may keep up to two dogs, two cats and other household pets that aren't a nuisance or kept for commercial purposes. Dogs must be leashed when off your lot, and chronic barking is considered a nuisance. Owners are responsible for any damage their pets cause.
CC&Rs §4.13Yes. To protect local wildlife, hunting and feeding big game or other wild animals are prohibited. Songbird feeders with Idaho Fish & Game-approved feed are fine if kept clean. Fireworks may not be displayed or discharged anywhere in the subdivision.
CC&Rs §4.12Home occupations are allowed if they're unobtrusive to neighbors, aren't a nuisance and follow all applicable laws. For signs, an owner may display one sign of customary size advertising the home for sale or lease; other signs need Architectural Committee approval.
CC&Rs §4.10 & §4.16The board sets an annual budget, and costs are shared equally per building lot. The assessment year runs January 1 through December 31, and the board sets the payment schedule. Owners receive at least 10 days' written notice before payment is due.
Payments more than 10 days past due get a 5% late charge, and payments more than 20 days past due accrue interest at 10% per year. Unpaid assessments may become a lien on the lot.
CC&Rs §9.2, §9.6, §9.7 & Art. XYes, if the regular budget will fall short, for example for unexpected repairs. However, a special assessment larger than 20% of that year's budgeted expenses requires approval by a majority of the members' votes.
CC&Rs §9.3With at least 20 days' written request, the Association will provide a certificate stating whether the owner is in default and through what date assessments have been paid. Buyers and lenders may rely on it. Request one from our management company, Alliance Management Partners.
CC&Rs §9.8Each lot gets one vote; co-owners share it. The Association holds at least one members' meeting each year, with mailed notice 10 to 30 days in advance. Members may vote in person or by written proxy. Directors are elected at the annual meeting by secret written ballot.
CC&Rs §5.3 & §5.8 · Bylaws Art. III & VThe Association is managed by a volunteer board, currently five directors, who serve without pay. Any member may inspect the Association's books, records and papers during reasonable business hours. Contact our management company to arrange a time.
Bylaws Art. IV & XThe CC&Rs run through December 31, 2031, then renew automatically for 10-year periods unless owners holding three-fourths of the votes record a change. Most amendments need approval from owners holding more than 50% of the votes and take effect when recorded with the Ada County Recorder.
